Chris Wojtulewski

Director

Chris has been a member of the Royal Town Planning Institute since 1998 and has extensive knowledge of town planning issues across the country. He has advised on a number of major development projects including urban extensions, urban regeneration projects and large scale residential and commercial developments. He has experience negotiating planning applications and can handle the appeal process on behalf of clients, including where necessary, giving evidence at public inquiries. He can also advise clients on promoting land through the Local Plan system where he has experience of giving evidence at public examinations and has been successful at influencing the content of Local Development Documents.

Mark Best

Director

Mark is a member of the Royal Town Planning Institute. He is commercially astute and pragmatic when seeking solutions on behalf of his clients. He has a broad range of experience and practices in a variety of areas including renewable energy, commercial and public sector projects. His focus in recent years has been on major residential schemes. He acts for a number of housebuilders and land promoters coordinating large multidisciplinary teams to deliver complex planning applications and appeals. He also has considerable experience in promoting land through Local and Neighbourhood Plans across the South East including attending Public Examinations. He formerly worked for Wealden District Council in their Planning Policy Team, formulating policy for the Council’s Core Strategy and working on the Strategic Housing Land Availability Assessment (SHLAA).

Tondra Thom

Associate Director

Tondra is a Member of the Royal Town Planning Institute with a degree in Geography from Southampton University and an MSc in Environmental Assessment and Management from Oxford Brookes University. Tondra began her planning career in local authorities in 2007 having previously worked as an Environmental Consultant on Environmental Impact Assessment and Strategic Environmental Assessment. Tondra joined Parker Dann in 2020 moving from the role of Planning Policy Lead for Lewes and Eastbourne Councils where she consolidated practical experience and in depth knowledge of Local Plans, Neighbourhood Planning, Habitat Regulations Assessment, the Community Infrastructure Levy (CIL), public examinations, planning and CIL appeals.

Cheryl McLoughlin

Senior Planning Consultant

Cheryl joined Parker Dann in June 2024. She has an MA in Town Planning and a BSc (Hons) in Regional Planning and Development and is a member of the Royal Town Planning Institute.  She has 12 years experience in the planning profession working both in private sector consultancy in Brighton and London as well as at the Commission for Architecture and the Built Environment (CABE) which now forms part of the Design Council.

In her time in consultancy she gained extensive experience in engagement with housebuilders and local authorities working on large scale planning applications and appeals for residential and mixed use sites. At CABE, she led a nationwide audit of new housing developments in England using the ‘Building for Life’ design code developed at CABE.

Hannah Ronan

Senior Planning Consultant

Hannah joined Parker Dann in July 2024, having previously worked as a Town Planner at Arup. Hannah’s previous experience includes a diverse portfolio of planning projects and has provided support across all stages of the planning process and advised on complex planning policy and legislation. Hannah has previously provided specialist planning support to the delivery of new data centres in London and the South East and has worked on Nationally Significant Infrastructure Projects including High Speed Rail 2 and the expansion of London Luton Airport. Hannah also has experience in delivering major residential and mixed-use schemes across the south-east region.

Lauren Parsons

Planning Consultant

Lauren has a BSc Geography from University of Brighton and is currently studying for an MSc in Town Planning, with a view to becoming a Chartered Town Planner. She has submitted a variety of planning applications and appeals for a range of clients across different sectors of planning. Lauren is never happier than when the tenacity she shows to obtain planning permission pays off.

Tom Westerman

Planning Consultant

Tom joined Parker Dann in February 2023. He has a BSc in Geography from University of Winchester, and an MSc in Planning from University of Brighton and looks forward to continuing his journey as a planning professional with Parker Dann.
